None of it is improper.

He was a witness, not a suspect, and nobody has to caution a witness.

And all of it was wrong, and the reason it was wrong has nothing to do with the police.

It was wrong because the person whose job it was to say stop, I would like to make a phone call first, and we will come to the station at ten o’clock with somebody, and he will tell you everything he knows then, was me.

Nobody would have objected.
