There is no witness requirement on it.

There is no box for one.

The word WITNESS on that sheet, with Oscar Ramirez’s printed name and signature under it, had been typed in by somebody using a box that is actually the second half of the agent block, over the top of a printed instruction line.

Bennie said: “They thought a witness would make it look better.”
