Four hundred and nine pages, of which about three hundred are transcripts, attendance and standardized test results and are of no interest to anybody.

And about ninety pages are not.

The second was under the Texas Public Information Act.

That is the state open-records law, and it applies to every governmental body in Texas, and a school district is one, and anybody may use it — you do not have to be a parent, or a resident, or give a reason.
