I want to say that plainly because it matters.

It defines bullying correctly, it requires reports to be investigated, it sets a timeline, it names the campus administrator as the determining official, and it requires a written determination.

Whoever wrote it knew what they were doing and it was almost certainly a model policy from a state association that four hundred districts adopted that summer.

Nothing in this account is a failure of that policy.
