Measure the distance between the reports that come in and the findings that come out, and publish it by location, and look at the places where the two numbers are furthest apart.

A campus that reports two determinations a year is not a campus where nothing is happening.

It might be.

It might also be a campus where nobody is ticking a box, and from a district office, on a spreadsheet, those two look identical.

That is the whole of my son’s adolescence in one sentence.

A school looked fine on a spreadsheet for four years and the reason it looked fine is that nobody was filling in the back of the form.
