And then, in 2017 — three years after Julian graduated — the legislature passed a much stronger law, named for a Texas teenager, which is usually called David’s Law.

That one added the teeth.

It extended the definition to conduct off campus that affects school.

It required districts to provide a way to report anonymously.

And it required notification: the parent of an alleged victim within three business days of a report, and the parent of the alleged bully within a reasonable time.

Within three business days.

I have done this arithmetic more times than is good for me.

Of the eleven times I wrote to that school, seven were before any policy existed at all, and four were in the window where a policy existed and the notification requirement did not.
