And here is the part that has taken me a year to be able to say.

It was not nothing.

Something happened after nine of the fourteen contacts.

Students were spoken to.

A seating chart was changed in 2011.

A coach was, I now know, given a directive in writing.

Very little of it worked, and none of it was counted, and no human being in that building ever had all fourteen of those things in front of them at the same time.

That is the failure.
