That framing, while it lacks the human warmth of popular accounts, is in some respects more honest about why the program worked: it worked because the code was effective, and the code was effective because of specific technical qualities that could be analyzed and assessed.

The Veterans Organizations and the Long Advocacy

The path from declassification in 1968 to the Congressional Gold Medal in 2001 was not a smooth or inevitable progression.

It required sustained advocacy from the Code Talkers themselves, from their families, and from a growing community of supporters who understood that the formal recognition the program deserved had not arrived automatically with the lifting of the classification.

The Navajo Code Talkers Association, founded by veterans of the program, was a central organizing vehicle for this advocacy.
