That is not what it meant to the investigation.

What it meant was incompetence, and I have never once heard anybody say that out loud except the woman who explained it to me.

Her name was Deborah Achebe and she was a special investigations unit investigator for one of the two carriers, and she had been looking at those policies for five weeks before anybody in law enforcement had heard my name.

That is the part of this story that nobody knows and that I find, on my better days, almost funny.
