That power is real and it is also extremely small.
It works perfectly at the level of a county.
It works on a chief of police in a town of nineteen hundred, and on a hospital board, and on a man who owes eleven thousand dollars on a truck.
It does not work on a Texas Ranger.
It does not work on the Office of the Attorney General when a local district attorney recuses and a special prosecutor is appointed from another judicial district.
It does not work on a county 911 archive, because those recordings go to a regional 911 district that answers to a council of governments and not to anybody in Cutter’s Bluff.
