Sarah set the document before her. The claim listed all eight interventions Lena had made to protect Adrian. Under the rules governing the private Conclave to which both organizations belonged, an inactive network could not run strategic operations without disclosure.

Lena’s actions had been personal. Crestwood was calling them institutional.
