For a man in that position to look at a case the whole system had closed, and to say, on the strength of new evidence, no, wait, we may be about to make a mistake that cannot be unmade, is to set himself against the enormous inertia of everything he is part of.

Most people, in most institutions, cannot do it.

The pressure to let the machine run, to assume someone higher up has already checked, to not be the one who caused a scene, is nearly irresistible.

Mitchell resisted it.
