Bush administration (1989-1990), she conducted an investigation into a staggering \$21 trillion in unaccounted spending within the departments of defense and housing and urban development. 

Her curiosity was piqued by a 2017 report from economist Mark Skidmore at Michigan State University (MSU), which highlighted significant disparities in military expenditure.

According to Fitts, there are around 170 facilities connected by transportation networks.
