    Pure laziness, from both the parent and the child. The child will grow up thinking if they don’t want to learn something then they just won’t. Real life isn’t like that, learning is a natural part of growing up. And it’s the parent’s responsibility to make sure they can perform certain tasks pre school, ie toileting and cleaning themselves, dressing and undressing, using a knife and fork, knowing numbers, colours, opposites, a little knowledge of letters etc. Otherwise they are holding other kids up .
    If she wants a baby have another, don’t hold this one back!
