McLaughlin, who did not want Cody interfering with his own plans for handling Sitting Bull, moved to block Cody’s mission.

He sent word to officials in Washington that Cody was drunk and should be recalled, and Cody was ordered away from Standing Rock before he could speak with Sitting Bull.

Whether a meeting between Cody and Sitting Bull would have changed anything is unknown.

What followed from Cody’s removal was McLaughlin’s arrest order, the confrontation at Sitting Bull’s camp on December 15, and the deaths that resulted from it.

The Indian Police who carried out the arrest were themselves Lakota men — members of a force established by the reservation system to maintain order on the reservation using Native agents who, it was hoped, would be more effective at managing Native communities than non-Native officers would be.
