A form with 7b ticked YES becomes a determination.
A determination gets a number.
A number gets counted.
Counted things appear in a report that goes to a board.
A form with 7b ticked NO, or left blank, is a piece of paper in a drawer in an office, and in three years it is in a box, and in seven it is not anywhere.
