The finding, after nine weeks, was “reason to believe” for neglectful supervision, which is the middle of the scale and which most people have never heard of.

Nobody was arrested.

Nobody was charged.

That surprises people and it should not; the vast majority of these end exactly there.

What it did was create a document.

One document, with a state agency’s name on it, that existed outside my house and could not be talked about at a kitchen table.
