We did not turn rumor into fact; we were careful about that, because turning assumption into accusation is its own kind of harm.

We simply gathered what people had actually seen and remembered, and gave it, truthfully, to the people whose job it was to weigh it.

What it established was not a single incident or even a single family’s misery.
